If you check out www.district5ama.org you should be able to find some tracks in your area as well as race schedules and people who help organize the races and would probably be more than happy to help get you going in the right direction. hope this helped

I'm going off of my experience in MN I don't know if other districts do things different. You will need to join the AMA I think its like a $40 membership. In MN we need to be a member of a district, I belong to D23 and that along with my ama membership allows me to race at most ama sanctioned amateur races. You can usually join both at the track I think the district membership is usually around $50 for me.
